I am the owner of the sandy cheeks. I went to insta scrimmage page and with out looking I set up a game. NO big deal. But we do not have teams on our same level. Why?

This has been explained previously, as well as a workaround by adding in the team number of the team you'd like to scrimmage in the address bar.
So, http://glb2.warriorgeneral.com/game/team_quick_scrimmage/435/492
alter the last number to whatever you want your opponent to be, and if they're setup to accept quick-scrims, you'll have the option to schedule that quick scrimmage. In this case, 492 would be my team, Air Raid. The first number, 435, is your team, Sandy Cheeks.

No link, but basically the teams you see in the list are randomly a set of teams closely ranked to your own. It doesn't split hairs over sophomore vs rookie.
In any event, the workaround is better because it lets you precisely scrimmage whichever team you please.
