SP Boost whenever you want. There's no benefit to waiting.
Career boosts are personal preference. Personally? I'm waiting until I know I want my player(s) to continue into the extended period.

You mean so you don't buy 4 extra career tiers and then later retire the player like me?

The only reason to wait to SP boost is if you are trying to save SP. Your player will perform better if he boosts as soon as they are available.
