I'd like to point some team managers either way to this thread.
Is there a Salary cap rollover?
Otherwise I don't understand why teams don't maximise their salary.
Last season I saw a bunch of teams that had cap space left and players playing on with poor chemistry.
Is chemistry not important enough to care about?

We call these "teams that don't know what they're doing". There are better/worse ways to use the cap space (more superstars at the cosr of a roster spot, or the debate about which players should have highs over others), but leaving a significant amount of cap space is sign number one that management isn't playing at their best.
