Was looking to Re-Spec my PHB, and noticed that it said it would only return 2 of his 4 Ability points. Not sure if this is a bug or WAI. Anybody have any info on that?

Did you re-spec him last season?
The first re-spec is free, but subsequent re-spects cost points.

Not a bug. You are only able to respec the most recent season's point, not the whole career. So any points gained/assigned prior to season two are untouchable.
