If an experienced player is made today or any time during the playoffs, but he can't sign with a team due to the playoff signing restriction, does that player have the option of catching up in lost XP (due to the 1 or 2 games he can't play) at the end of the season or is he stuck at 93.3 or 96.7 percent?

They can catch up. You won't get a superstar point for finishing rookie tier though.

Ok thanks, and to follow up on that question, is tomorrow the last day to be able to create a player that can be caught up and be a sophmore for next season?

I'm pretty sure today is the last day to make an experienced player.
