How is this an incomplete pass and not a fumble?

Is it like in GLB1, replay =/= what actually happens. Or whats the problem?

There's a lot of examples of this in the Bugs forum. Don't really know what is being done about it.

I assume they're working on it. Prolly a bug that's pretty deeply rooted in the code.
