It seems like the answer was 23. The tooltip says 24, but from what people are saying, it's coded as "before day 24".

Where's the tooltip people keep referring to? I don't see it anywhere. When I hover over the superstar progress it doesn't mention a day anywhere in that text, so it must be on another page? They really need to make it known when you're making a guy beyond the cut-off point, because checking the forums to see if I was the only one who didn't have any progress yet is the first time I've seen it mentioned that it was Day 24 (or 23) or sooner only that counted.
The annoying thing is I signed up for GLB2 within an hour of getting the email saying it was out (after playing GLB1 since season 1 or 2, then going inactive the last year and a half or so), and if the game log is correct they were all created Day 25. So I made a bunch of guys assuming it would help me toward making a superstar down the road, only to find out that I could have saved the points for next season.
Oh well. Guess I'll see how running a team is compared to GLB1 next season at least.

You can't access it today. The tooltip is the question mark that shows up when the "Experienced" box is there on the player creation page - so you could have seen this when you made your guys.
I'm in the same boat, though - didn't get the e-mail until day 25ish, no superstar points this season. Folk like us will rule the world in S8 or so.
