Short answer...yes.

Those guys are obviously all speed/agility right now and not much on tackling strength. Agility helps get up faster anyway and you add that with 10-15 of never give up and thats the result you get. I never minded it working on me cause I know they had to waste 15VAs on it when it could have been better used somewhere else. And the cakes/missed tackles only hurts their morale.

Further more, I once had a play that D player missed tackle twice and made tackle at 3rd attempt.
