You should restart now and get your player in the same age as everyone else. The ratings dont meen much when you play in d-league. Many first season QB have throwing closer to 90 natural or even above after their first season... After the first seaon they keep on training it to 100 natural and put all EQ in there

Edit: Maybe i was a bit harsh if this is your first player. But you should retire now and make a new one now when the offseason is... Thats when everyone else does their dots also. Then start like this:
When you make your build use the initial SP and put as many in throwing as possible and the rest in strength or vision. You will be left with 15SP save them. Enhance the first attribute (throwing) to 10%, train intense three times, enhance to 20%, then train intense until day 48 and when you have a nearly full training bar, if you have throwing at 32.9-33 then exchange 15BT to a SP. And then use the 15SP in throwing and boost afterwards. If you cant cap throwing by day 48 then boost once and use the SP to get to 49 and boost the second 2 times after that.
Next season you'll enhance to 30% and keep on training throwing eather intense or normal. At the same time put SP in throwing but only when you can cap http://wiki.goallineblitz.com/index.php/Ability_Softcaps (a list where you can see what the caps are)
When you get Throwing to 68 (3rd cap) then you can start multitraining, i would open multitraining for strength, vision and confidence... And have throwing on the free spot.
Then you keep on working on throwing for the whole first season (put SP when you can cap)

This is a fast guide i just wrote... So if you are new, there might be plenty of questions, but i didnt have more time to do a more detailed and i dont have any guide for QB saved

If this is you first build then you can also experiment and have fun. First seasons might not be that productive for some positions when building in a specific way

PS: If you are not intending to boost, then this guide will probably meen very little Also dont put SP in SAs untill end build, i usualy start putting close to lvl70
