Not "best" - highest average rank. They only have 2 teams in the top 50 ranks, there's no way you'd really consider them the "best" league. They just have the fewest really bad teams would be my guess.
Remember folks, averages aren't everything.
Also, average rank is really stupid instead of average rating value, but since we don't seem to get to see the rating value, this will have to do.

Yeah, I should have put that in the suggestion thread. Didn't hit me how poor average rank was until just today.
