Two on the same team, but one has experience and the other doesn't. The latter player was created after the game today and the former before the game. Shouldn't they both have the same experience since I clicked to make the latter player experienced?

I suspect you won't get the SP from the experience option until the next day. That prevents someone from building with "experience" mid-day and then getting experience in a game later in the day. This feature didn't work perfectly on the test server so its hard to say, though. Try tomorrow?

Yes, experienced players are currently a day behind to prevent that.
