You'll get a larger boost from it the more you have involved in the FF roll. If your roll is just based on tackling and strength with no supporting VA's, or SA's... you aren't getting a big enough boost for it to be worth it.The things about having at least 84 tackling is so that your tackle quality can be decent enough to get a force fumble roll on at least a few of your tackle attempts. IF you don't have enough quality tackles you won't be getting any force fumble attempts anyways, so it's mostly pointless.
The question will you be on balanced or power setting is a yes/no. They are both acceptable, wrap up setting is not. The last sentence also very clearly excludes the first question from the yes/no thing. Please read.
Tackling on Wrap up is a detriment to the FF roll when you do get it. Balanced provides no bonus while power provides a small bonus. If you are tackling on wrap-up or plan to tackle on wrap-up, you shouldn't bother with FF% EQ, because the two conflict with each other.

Of course this is an old dot, and competition has improved but building strategies have also improved and much could be done better with a similar dot. But to force fumbles a lot of things have to come together. You can't just do one thing and hope to force fumbles otherwise you won't receive much output for the amount that you lose elsewhere. For instance that 15% FF, could have been 15% mt, or a relevant SA to block shedding, or even a 3rd bb%. That FF% needs to stack on top of other FF abilities, otherwise you are wasting it.
