He's been on the same team his entire career. I've built several similar QBs, and they were all fairly successful. This guy's had 5 seasons in a row with a completion rate of under 40%.

Anyway, and thoughts will be much appreciated.

Some people might have other thoughts on this but the first thing I noticed was the low agility. Agility not only helps you avoid sacks and get rid of the ball quickly, but it helps with accuracy. I don't know what your SP/boost/BT situation is but if you have anything left, that'd be where I'd pound.
As for the completion %, I'm not sure how much your settings are effecting... or how much your outside influences are effecting you (stuff like how good are your receivers... what kind of pass plays does your OC use... how good is the O-line... all that stuff your QB can't fix). I'm no guru on QB settings so I won't suppose anything... but there's an awful lot of stuff that goes into completing passes besides just the QB settings.
