My numbers are just terrible (admittedly the team helps play its part) but I'm being out performed by the other QB. Has the buld gone off track?

For build advice your Throwing is very low for your lvl... Even if your throwing would be 85 natural it would be in the lower side for your lvl! You have also used SP in SA's allready and thats not the best thing for lower lvl's... Though if you only want to perform in lower lvl's then thats ok

Your team is not so good so tactics probably has more to do why the other QB is doing better

Agree with kakashi I do. When building any dot you want to attack his primary skill all the first season (mostly). Putting SP's into that skill ONLY when you can reach the next cap. Finishing the first season your primary skill should be a natural 80+ (the higher the better). Never put SSP's into SA's until much later in the build. Check out some of JDbolick's posts about the forums about dot building. He has a lot of excellent tips.
