I'm gonna make a FS for ST that can tackle and BLOCK. I picked run block for the SA.
I hope to break new ground on ST's.

A noble idea but you'll learn to be happier with STOPS that concentrate on their "primary purpose" instead. For offensive STOPS, this means you should end up with WAY more blocking than tackling. Opposite for defensive STOPS. That doesn't mean not putting ANY points into their "off skill", but you'll get better performance out of a STOP built for a more specific purpose (Blocking for offensive STOPS... tackling for defensive STOPS).
The reason I say this is because STOPS need certain skills to be HIGH in order to function with quality... Speed being #1, Agility being #2... Both of those should be at, or close to, 100 natural for an awesome STOP build. I also like Strength, Vision, and you'll NEED stamina. No other formation position will drain Stamina faster than playing Special Teams. Blocking and Tackling are things you address later in the build (after speed and agility, at the very least).

Wizzago, you are forgetting the Special Teamer VA, which is a 15% boost to all attributes, so 77 agi turns into 88 agi, and also if you focus more on blocking, agility isn't as important, as all you need to do to play back wedge is stay in front of the returner for 10-15 yards when you have a 10 yard advantage on them, so 130 speed, 70 agility minimum. If you are making a gunner, there is really no need for any higher than 145 speed, as the Special Teamer VA once again brings it up to 157 speed. So your main focus should be strength, even though it's a minor, it is the main attribute in the force fumble roll, so long as you have enough tackling to make a quality tackle and bring yourself to the force fumble roll (the floor to aim for here is 80, but preferably you want 85 tackling for this).

Stamina is not as big of a deal either due to the distance runner VA. With 55-58 stamina and distance runner you'll find yourself A-ok on stamina except during blowouts where your team is up 255-0, but then, does it really matter? At 61 stamina you'll find yourself not even needing distance runner VA during normal games which can free up VA points for more important goals if you like.

I also see blocking and tackling as more important than agility when it comes to special teams. Especially if you focus on one side or the other. If you want to be a blocking STOP, you should have 85-90 blocking, if you want to be a gunner, you should have 85 tackling and 90+ strength, while 80 agility is more than enough for Special Teams. If agility is your #2 attribute as a Special Teamer, you are doing it wrong.
