This is my first QB and so I'm kind of going at it blind. You can tell by the fact that his effective level is 26. So I thought I'd ask you guys for help before I mess things up to too great a degree. What am I doing wrong?

You left your main attriubte too low, thats why the eff lvl is so low! And your nr 1 main attribute should have been throwing, you also should put all of your eq in it! If you want to try to save your QB (maybe too late) you should keep on putting SP on throwing... Not sure but maybe take it to 90 (without EQ)

Put all of your equipment into throwing. Enhance throwing training a minimum of 3 stars, use bonus tokens to purchase Skill Points and any skill points you may be able to scavenge put into throwing.
Also make sure you're not set to far to the bullet side of the slider. With that much strength, too much of a bullet would be way too hot to handle for a level 28 receiver. Probably wouldn't go much more than -25 on the slider.
Get your Throwing to around 87-89 raw. Normally you could stop at around 83-85 and still end up where you need to be with throwing, but you stopped too soon.
Then move on to vision, and confidence.
You can still have fun with this guy on a passing team that can offer protection to throw the ball deep.

What are your other tactics set as? You're blitz reaction can have an effect on completion percentage.

also, it look like you spent SP on SA, while you really should wait until you develop yr atts first

but i think with the nice strength, he could still be a good deep passer.
plus, he might be able to rush for some yards on the QB keepers up the middle
just an idea

his stats are very good.
it seems like a case of the old
"player has a well balanced skill set and is very productive.
unfortunately, player is too young to be so balanced,
and will probably fade out come pro age"

my first QB was at 73/78 when i retired him-
she was unstoppable all the way up to National Pro.
it still wasn't enough to do what i wanted in WL tho...
while you will probably encounter a similar situation,
i would say to buid yr QB best you can, enjoy,
and learn from the experience.

when it is time to build yr next player,
he will benefit from everything you learn this time around.

Thank you all for your advice. It was all quite helpful, and hopefully it's not too late to turn things around for my QB.
