What are the SA's that don't work on QB's? Would surge work if he scrambles up the middle? What about first step?

So, I am working on a power rushing QB with lots of strength and eventually some speed. Would the surge ability help him speed up when he hits the line and give him an acceleration boost to get the short yardage?
