So this is my first DE, and I have a couple of questions concerning SP and his current attributes.

not good... for any dot youre building you need to take ur first main attribute and pump it high 81+(this is minimum) before you add sps to any other attribute. the ALGs and multi training that attribute take it to the 100+. u need to retire and experiment with the vpb

I hate when people say that your build is no good and just restart. Apparently you built for early success. While kcdizz is right in saying that you need to pump your main to 81+ before hand, your player is not completely doomed if you don't.
Most folks are going to build with that mindset "gotta get speed to 81 first".
Move all of your equipment into speed or agility. Don't spread it out.
From where you sit you will need to get Agility and Strength into your Multi-Training. Train Speed in the open spot Agility/Strength and Vision in the other 3 spots. Enhance your Speed 3 times and train it until you can cap at 68. Then continue to train it this way until you can cap speed at 74, keep doing it this way until your speed gets to 85 without equipment.
Now the argument will be that you'll never get caught up in your speed. Maybe so, but you're ahead of where most folks would be on strength and agility.
Once you come out of the Speed portion of the build take Agility up the same way training Agility/Strength/Vision/Tackling take agility to 83-85
Then do Strength to 81 training Strength/Vision/Tackling/and Stamina or Confidence or Jumping
Strength hits 81, then Vision to 72, then as much as you can for tackling after that.
