whats the best setting for a 3 way HB team wanting to split play time as evenly as possible

98/99 should be fine for an even split, as long as their stamina's are not vastly different. If you have more than say... a 10 point gap then you will probably find the higher one getting a bit more snaps.
if it's a huge concern, the other option is to do it within packages and place each HB in their own slot (RB, RB1, RB2) and split the plays evenly among each player by the play call %.

Also keep in mind special teams play, as if one or 2 of those HB's play on ST it will eat up their energy and the other/s will get more offensive snaps because of that
