Is it a fumble.... well it's probably an unintended "working as intended" situation. There is no difference between a pass thrown forward or backwards. Pass is a pass in GLB. In real football, yes that would likely be a fumble.
I guess it could be a bug, but depends on how you want to look at it. As a pass, it was just an incomplete. But should a pass fly directly away from the target without the ball being tipped/deflected by anyone? Unless it's something that crept into the new code it's going to be hard to find another play like that one to be able to find it as a bug.
