If you want lower FILESIZE, you can do that even in Paint by saving your file in different formats. Saving pictures as .gif will usually lower their filesize.

If you want to physically resize the dimensions of an image (which is what TheBear's link is referring to), I believe you can do that in newer versions of Paint as well.

I use Adobe Photoshop for everything, but that costs $$$. A lot of people use GIMP (http://www.gimp.org/) which is free and can do lots of cool stuff.

I use Adobe Photoshop. It's not like you have to learn to use it: Just open the image, do "save as," then adjust the quality as needed.
