I have a problem, my LB is in a very good team in his league, 15-1 record, but i really having a problem with forcing fumble, ok my build is not perfect, or great, but is ok and is ff oriented, take a look, in all season, playing POWER tackle tatics, i could not get ONE fumble, and my league, just 4 guys forced fumble, IN ALL LEAGUE FOUR PLAYERS, FOUR FUMBLES, i mean, its ok be more realistic and have less fumbles in GLB, but this sucks, i'm waisting puting power tackle VA, AE and CE with FF chance...sorry for my english.

How many total tackles did you get on the season?

Your DOT is not being trained very good at all. 95, 78, 69 62 are my DEs natural numbers of his majors (same lvl and age as your LB ~ 90, 79, 54, 45). So his build is lacking. Second a FF build takes time to really get up to par. You need good STR, a good TKL score and momentum, in addition to FF% gear and MH SA. At lvl 41 its u can really achieve these all at one time. Many diff opinions on FF builds but the bread and butter is EQ into SPD (for momentum), 90ish agility + FS (to get up to full SPD for momentum) TKL 90-100 and MT% gear (to make the tackle to begin with), STR 90+ for obvious reasons and MH and FF% gear. Vis, conf and weight also factor but those are the major concerns

You can't expect a lot of fumbles unless you are hitting a quaterback. Even then, this build is subpar. The % chance added will mean nothing if your initial tackle quality roll was very low. Even on HH'ers you'll need all EQ in speed unless you are building a dot for a very specific purpose and have a DC that know how to put it to good use.
