Would be the major differences between the end build for a FS versus the end build for a SS?

Nothing except for SA's if you are designing them to do the same thing.
Hard hitting FS is nearly identical to hard hitting SS.
Zone FS is nearly identical to zone SS.
Man coverage FS is nearly identical to man coverage SS.
Blitzing FS is nearly identical to blitzing SS.
STOP FS is nearly identical to STOP SS.
In GLB the main difference is always founded in what responsibility you want that player to fulfill.
A safety must have at least.
145 speed
80 agility
80 vision
50 strength
75 tackling
But depending on what you try to accomplish you can push some of those numbers way up, but those are just the baselines that every safety must accomplish no matter the build type.
Man and zone coverage types may go for 90 agility and 85 vision, or 90 vision and 85 agility. Hard hitters may go for 90 strength and 85 tackling. Blitzers may push speed to 165 and agility to 90, etc. etc. etc. The only real difference by position when all other thigns are equal is the SA tree.
When you build try to focus on and decide what it is you want your safety to be good at, and then envision what each of these attributes might have to be end build to accomplish that.

I was guessing that the free safety might not have to be so strong as they would probably be dealing with weaker WRs, whereas the SS would be required to tackle HBs and TEs more often and would therefore need more strength.
