Ok, I am fairly new to building coverage LBs. I have not made many and am not an expert on them by any stretch.

I am not sure how fast he will need to be to stay with the TEs he will be covering so... what soft cap should I take speed to before I switch to something else? Three-to-one, four-to-one, five-to-one... higher? I just am not sure.

at least to 81, or the six to one cap, preferably to 84 though

Boosting LB is definitely 84 min.

My LB went 87-88 before working on agility and seems to be doing fine to this point.

Regardless of the cap you hit, what should you target for a total with EQ? 140? I ask because I want to push 100 agility as well and that is going to take some EQ investment.

No, you need to target 150-158 speed with AEQ to offer good coverage of TE's, and Scat's.

How's my coverage guy looking? I'm training STR/VIS/AGL/TAK now. Should I cap vision next, then strength, then tackling?

Looks good so far, yes Cap vision next. An argument could be made for capping jumping in the mix after vision, but I would cap tackling after vision, then go for strength, followed by jumping.

**EDIT** Actually I take that back, the way you have your multi-training organized you should cap strength after vision. But I think a coverage LB needs 80+ tackling end build, but only needs ~75 strength end build.
