Does anyone have a good handle on the differences between how FBs and HBs are coded to run with the ball? seems like guys with almost identical builds do very different things running virtually the same plays

has this ever been explained by Bort with particulars and reasons why?

I think it has more to do with the plays than the positions having a difference. FB Rushing plays often just plain suck compared to HB plays in my experience. Sometimes it has to do with the fact that the FB often starts in front of the HB in strong/Weak I, I, big I etc or gets no HB blocking in the play at all.

http://goallineblitz.com/images/plays/108.gif HB play

It's not all plays, and sometimes they can work really well but in general i think the FB rushing plays tend to be less effective by players of similar builds to HB's.

Yup. And not only that, but FB rush paths tend to be more horizontal than vertical initially, and it's much easier for defenders to tackle rushers moving horizontally.

Yep. Natural result of starting closer to the LOS and needing to clear the tackles / tight ends on outside runs.

Just based on theory and low levels, I'd say FB rushers are not useful until endgame when their rushing SAs will pop.
