I can't get this as an extra SA on my existing STOP DEs that have the ST archetype.
What about D, STOPs that don't use the ST archetype?

Have you unchecked the Recommended SAs box?

yes, still no show.

Not seeing it available as an additional SA for my DE (non ST archetype) Run block is there but not cut block.

I don't think you will be able to, since it isn't a ST archetype
