My Qb is getting killed with Pd's against him. How do I stop this?

There are a LOT of things to consider.

Increase Throwing
Increase Strength if ball is slow in the air or if you throw deep.
Increase Tight Spiral if throwing deep a lot
Increase Vision if he throws at covered people while others are more open.
Set Favored Targets advanced tactic to none
Set Favor Deep Passes advanced tactic to no
Make sure the OC calls pass play %'s that favor the kind of defense you expect.
Make sure your WR teammates are building players that can get open quickly.

That's just the major points, obviously the last two are out of your control (unless you are the OC or own the WRs) and can be difficult to figure out, everybody has their own beliefs about passing tactics and how to build a WR.

And your recievers don't nessecarily have to get open quickly if your QB can buy time in the pocket with speed and agility.
EDIT: for this to work, you also need some scrambler SAs and set your scramble tactics to 'sometimes scrambles'.

For my level throwing and vision are great. I'm thinking my o-line is young forcing my QB with less time in the pocket.

Unless you are making a running QB I'd personally say Pocket Presence might be a better investment. You have to put points in it anyway to increase the other special abilities and so far this year my QB has been pretty solid 68% completion rate despite our center being relatively low level. Last game we played the undefeated #1 ranked team in our conference and despite being hurried 7 times he was never sacked and completed 67% of his passes for 283 yards. His speed and agility are not very good either, I can promise you that and he has no scrambler abilities. Pocket Presence is your friend.

Edit:
That's just my personal preference, I think that when you are relatively low level (first couple of seasons) your best bet is to find one or two areas and try and excel at them so you can make a difference early on. Then once your abilities cost a lot to raise you can go back and add some more balance and get more out of your skill points. I just think its better to be really good at a small number of things than to be mediocre at a lot.
