4th down, 2 seconds left in half, well out of FG range...so they punt?

Kneeling does take 2 seconds off the clock, so you're right, they could have taken a knee there and should have.
It's a pretty unusual situation though. I doubt there are many teams that have any inputs to take a knee on 4th down.

They'd probably have lost by less if they just made every play a kneel down...

Probably because the owner is busy with other things.
I've dealt with that owner before and he knows what he's doing...clearly he doesn't care in this case.
