if everyone wins out Punch make the playoffs? They are the only team with 2 wins over the other 3 teams unless I saw wrong.

Cubes also have 2 wins, over Punch, over Black Ops. They have a 65 points allowed lead on Guyana and a massive lead on Lincoln. If they win, they're only out if they end up in a head-to-head with Lincoln only.

If Cubes lose, then Guyana clinches with a win due to sweep on Black Ops and Lincoln. If Cubes and Guyana lose, then Black Ops clinches with a win. Lincoln clinches with a win and a Ops loss + a Punch loss, regardless of Cubes.
If all 4 lose, South Side Mafia clinches if they beat Guyana by 17 points and the Dookies beat Semarang. Guyana clinches if they lose by a smaller margin and the Dookies win. Cubes clinch if the Dookies lose.

What does this have to do with Hood winning 9 of last 11, going from 1-4 to coming back and getting the 4th seed?

Quite a lot since you need both Cincinnati's to lose to accomplish that, and they both play teams involved there. Or you need the Sin to lose and Semarang to win while gaining fewer than 10 points allowed on you.
