What level of each is necessary to consistently force fumbles in WL?

Are these two attributes more important or is it momentum?

I would say that waiting until you are in the World League is an excellent time to find out the answers to those questions. Perfect timing on asking this....

just don't try forcing fumbles unless it's against a QB

then it's about 50/50

I would say about 100 each + appropriate va's and sa's on anything but qb's atm, but that number will likely go up as offensive builds get better.
