Is there a real difference between using cover man and cover man w/o move?

Cover man - The defensive player will line up over whichever player they are assigned to cover before the snap.
Cover man w/o move - The defensive player will stay in whichever spot he is assigned to be in pre-snap and will then move to cover his assignment once the play begins.
Cover man w/o move - The defensive player will stay in whichever spot he is assigned to be in pre-snap and will then move to cover his assignment once the play begins.
