What is the best way to attack a 3-4 defense using scrambling Qbs and an effective HB rush game?

Depends on how they are using the players in that 3-4.
Formation alone won't really tell you anything about what they're doing.

Does this defence plan for rushing QB's? Can your QB pass as well? How do they defend against other rushing QB's? Does this change when they are defending against a scrambling QB who can pass and run? Are they selling out to cover the QB Sweeps? Or are they just spying the QB with one of their LB's?

These are the questions you need to answer before you can really start figuring out how to attack their defense.
