will the free player get free CEQ boost also?

This new change to make the dot available not until day 42 is making me rethink whether I should use him this season or not. Are others going to give it a go anyways or are most saving this up until next season now? If I knew it was going to be a longer offseason..

1-2 days training lost over the course of a career is not going to kill a player.
That being said... does this free dot get to boost prerollover? So he is capable of reaching 79?

Why would he not be treated like any other player?
Free boosts is free however many he is allowed. Aka 30 free boosts
