I do understand the purpose of the question.

A dot created Day 41 will be 279 days old when he enters the preseason of his plateau. I think the question is, can he boost during the preseason and then again once he's officially in plateau.

No, he will be 209 days old. He'll enter plateau at 281.

Day 400-440 .6
Day 441-560 (for players in plateau) subtract 160 days
Day 441-560 (for players not in plateau) no conversion

day 441 -> day 281 : get +3 plateau boosts.
day 439 -> day 264 : get +3 S24's boost then about 1400 XP until day 281 then +3 plateau boosts

I ran some spreadsheet tests on new dots and on one of my existing dots from each age group. I was mostly looking at how high a level they would reach. Here's the results:

I wanted to see what kind of levels we'd reach in the new system so I ran a few test cases in spreadsheets. The first one, norm, does not boost when created and boosts at the end of every season. Boost24 boosts to lvl 4 when he's created and boosts at the end of every season. NormEB is just like norm except he boosts at the beginning of every season. And just for comparison's sake I threw in NB who does not boost at all. All were created on day 40. The table shows the final level and the number of boosts:

Norm.......80.150.....26*
Boost24..81.000.....28*
NormEB..78.000.....27*
NB............59.700.....0

Right now, there are 30-36 boosts in a player's career, so the total flex per player is lower in the new system. Boosting to 4 seems to give only a slight advantage - 1 level for 3 extra boosts, especially when you can get to level 77 without them. Boosting early every season is a mistake, but there are seasons where it's OK. In all of the cases there was no XP hit for boosting from 22 to 25. One advantage for boosting to 4 is that you get to level 22 about 9 days earlier than norm.

***********************************

I checked on some of my players and found they all ended several levels higher than they would in the old system. Most got to level 79, which is higher than any of the new dots should get (max 78). Most of them also did this with fewer boosts. The only problem is that they hit plateau on different days of the season. But almost all the current dots will be in the same boat, unless they created in mid-season.

I used players from every age level and in all cases boosted them at the end of the season except for the final season when they hit plateau. Then I boosted them in pre-season and again after they hit plateau. The columns give the league, age & level at the end of this season, new adjusted age, final level, and the day of the season when they reach plateau (age 281). Note that some finish with a level of 80 or higher. There will be a hard level cap of 79 in the new system and no dots will be allowed to boost past that so those dots will finish at lvl 79.

League...Age...Lvl...Adj Age...Final Lvl...Plateau Day
Rookie....40......15.....28...........81.............13
Soph........80......23.....52...........81.............29
Prep........120.....28.....72..........80..............09
Univ.........160.....34.....82..........79..............39
Loc Min...199.....40....111..........81..............10
Reg Min..239.....46....134..........80.............27
Natl Min..279......51...153..........81..............08
SemiPro.319.....56....185..........79..............16
Pro...........359.....61....208..........78..............34
Pro...........399.....67....231..........80..............10
Pro...........440.....70....264..........77...............17

There are a few things that are important for older players. First, if you're going to hit plateau at the beginning of next season, that will be delayed a couple of weeks til around day 17. During that time, I believe you'll be getting daily & game XP again. And when you do hit plateau, you'll be able to boost 3 more times. Second, if you're in plateau now and will still be next season, you should be able to boost 3 times next season. Your new age will be your current age - 160 so a dot that will be 480 at the end of the season will be dropped to age 320 and have 3 seasons of plateau left. Third, for players nearing the decline, you need to figure your age at the end of the season. If you're 560, your age will be dropped to 400 and you'll have 2 seasons of plateau left. If you're over 560 you're screwed. Your age won't be adjusted at all and technically you'll be in the 2nd season of decline.

As always with changes like this, some of the finer details are unclear. The table above is based on the numbers Catch posted and I've double checked the spreadsheets for mistakes so I'm pretty sure they're accurate. It really looks like existing dots will do very well in the new system and actually get to higher levels than the new dots will reach. The youngest players do especially well, so I don't understand why so many teams are rebooting.

Edit: The original table was wrong because I forgot to boost in the pre-season before they hit plateau, so most new players will reach lvl 79 after all. I've also changed the last column to show just the number of boosts needed to reach lvl 79 since you can't boost beyond that level.

Excellent work bobcat.

Are the plateau boosts factored into the calculations in the top section as it appears no new players will be able to reach the lvl 79 hard cap if they are?

By the number of boost used i say no
7 season = 7x3 boosts
1st off-season and last pre-season = 2x3 boosts
plataue = 1x3 boosts

total is 30 boosts.

A NB is just 20 Lv below the hard cap. Does it mean you can hit Lv 79 with less then 27 boosts ? maybe just not boosting in the first two season or something like that.

I'll have to double check my spreadsheets when I get home but I think tragula is right, there should be 3 more boosts possible to make a total of 30 possible boosts. This weekend I can take a look at how many boosts you need for lvl 79. Skipping in the first 2 seasons could increase your xp quite a bit, but you'd get to lvl 25 more slowly and therefore get less VP that way.

I haven't come across a scenario where where a new system dot can exceed 78.000 (only using odd-day game XP) with 27 boosts.
A Day 40-41dot will turn 280 on season 7, day 40. In pre-season 8, he would still be 280. If the player is allowed the 3 pre-season boosts, (which aren't listed on Catch22's announcement) AND the 3 plateau boosts (which are available AFTER age 281 in Catch22's announcement) then he would easily hit the 79 cap.

If in fact the player does then have 30 boosts available (and not the 27 listed on Catch22's announcement that I was using) with 6 being at the end of his career, it should not be difficult for him to be level 79 AND hit 70 VP.

Edited my OP. It seems new players will reach lvl 79 after all. Thanks to Mike1709 and tragula for spotting that. I forgot to boost them in the pre-season before they reached plateau. I'm assuming that they will be able to boost then because that's how it works now, but the announcement isn't entirely clear on that point. I'm also assuming that game XP will be constant, unlike now when there is a small random component. There are a surprising number of XP values that are multiples of 100 or 1000 in these spreadsheets, which is not what I'm used to seeing.
