So does that mean you get the same game xp at lvl 13 as you do at lvl 4? Or does it degrade?

Same, only degrades when you go from 15 to 16

You got it wrong
day 0 to day 19 old dots get a 0.9 factor to their age. So day 19 dos become day 18, day 1 stays day 1 and day 0 stay day 0.

I would imagine he'll adjust the static EL code over the next couple seasons, or more likely just make it dynamic.

I don't know how you would ever calculate an EL over 79 as you have no reference point (except for a few kickers and punters).
