yeah don't think it is a bug. Looks as if the SS is making sure the CB has the WR covered and then once the QB breaks the LOS he makes his move towards the QB. It's like he was thinking the QB was still going to pass and was just scrambling instead of taking off for the run.

How was the SS setup as far as tactics? (Run/Pass/Balanced)

It looks to me like the SS was merely in zone coverage and as such, he won't pursue until the LOS is crossed as Sirwin points out.

What did the defense call for here?

I don't think there is anything wrong with the code in this replay. It's fairly obvious that both safeties are in zone coverage and will not react until the read a QB run.

Marking not likely a bug and filing in BZ.

Agreed, Safeties are playing their zones, and react once they recognise the Qb rush.

I also agree that this looks normal. The most realistic threshold for playing zone against a QB run would be at the point of crossing the line of scrimmage. Otherwise we'd have safeties shooting towards a scrambling QB leaving open targets. We all know that wouldn't be welcome.
