where are these pro leagues that have legit competition up and down the schedule?

In Zeta: Prov, ESl, SoCal, Odessa, Hali, and Buda return and will fight it out, but there are 2 spots for new teams to slip in, and that is if all the returning teams stay afloat (which I think they will).
While in Alpha: Alpine, HHWC, Chocolate, Moose, Korb, MPHD, Hood, Lincoln, Jebs, DADDY total 10 (LOL) which means a returning team will not be here in 22 even if they're good.

i dont see what the big deal was, winning the WL wasnt much work at all.
