Can it be effective if you have fast CBs, if you know they will do a lot of outside QB runs in a certain formation? How about DE contain, is that effective as well?

Yeah cb blitzes can stop them. DE contain can work too, but blitzes are probably more effective

At the peewee level I'm starting to prefer under zones over blitzing. I do not get as many TFLs, but I get burned less. Once and a while my CB or Safety will miss the QB while blitzing. The zones seem a bit safer for me. If the rushing QB throws the ball you still have the WRs double teamed and screen passes can be defended better as well. It's a more conservative approach but both ways work.
