Let's say I have:

Player 1 set to 1)cover TE 2) cover HB Strong, 3) Blitz
Player 2 set to 1)cover HB strong, 2) Blitz

If the TE stays to block, will the HB be double covered? If so, is there a way to have one of them blitz? If not, which will cover?

If the TE stays in to block, then the HB will be double covered IF he runs a strong side route

if he runs a weak side route, neither of these players would cover him
