I actually don't think it will affect PeeWee much. The D-line presets will probably mean people will have to adjust their LB positioning a little. I think the only time your LB positioning is limited is when they are blitzing. And with the popular FS/SS blitz there is not much LB blitz. There are couple of teams that will have to adjust but on the whole I don't see a whole lot of changes.

What makes you think they will only restrict line movement? aren't they planning to do a lot of new limitations? I hope they don't make it incomprehensibly bad. I can assure you they haven't tested these things once on peewee dots.

My understanding of it is that they will have preset LB positions. They also plan to limit how close to the sideline that safeties can line up. Depending on what the preset LB spots are, it could be horrible for Peewee. Now that passing has been nerfed, the slams are back in style. If the position of the LB's are not right, 3 yards per carry will be easy. The only thing stopping teams from scoring every drive will be false start penalties. Same can be said about the limitations on safeties. If the spots are bad, sweeps will be easy as well.

Of course I also hate reading, and tend to skim, so my understanding may be completely wrong
