Does it make sense to use the ST archetype on a TE and would he ever have any chance to play on offense as a blocking TE?

ST Archetypes get the same ALG's for all positions... so if you plan on making a dot using that archetype, choose based on available height, weight, SA's and flex cost.

It depends on how you develop your player. If you emphasize speed and tackling (for ST coverage) then you're not going to see any offensive snaps until level 60 or so. If you emphasize strength and agility earlier in the build, you're more likely to get offensive plays.
