Uh Speed should be at least 130. I realize you created him earlier, but 103.64 speed will only have dots burning by you.

Very slow...obviously the boost in ALG's in dots created today help, but my level 19 FS has more natural speed than he does. Everything else is pretty good though. With your vision and SV being so high, you could just put all your equipment in speed and I think he would be fine. 130 speed is something that dots that will be in endgame a few seasons from now should shoot for. ....having 116 in endgame now with your vision and SV is good.

Back in the day 80 speed was all that was required. I still actually think that speed around 105-110 is enough for a zone FS. With higher vision they react alot quicker and have better angles, so theres not alot of 'catching up' with speedy receivers.
That said, hes been built as a pass specialist from day 1.
