Everyone is, you are forced to pay a luxury tax, but since there is absolutely no function to money in peewee besides salary based morale bonuses it is okay to go over the cap as long as you take in to account the luxury tax while watching for taking your teams total cash into the red.

if i remember right once your finances reach red i believe you have like a week or so to get your total cash back into black ink or you risk losing your team so careful with future plans.

Both of you are referring to Team Cash, the OP was addressing Salary Cap, you will NEVER lose your team for being over the salary cap.

Stoner is correct salary cap and team cash are two different animals

IMHO there isn't any point to a salary cap at this level.

In the west 3 of the top 4 teams are over salary cap. Their players have higher moral then teams under or at cap. I wish I knew you could manipulate the system like this before.
