I am building a piece of AEQ and have no idea what is the best SA for a Run blocking ROT. Is a % hold block any useful or pummel better?

I generally go with 2 hold block items then I pick an SA if I can make a 3rd item later.

2 HB% is a must. 3rd piece (if you get one) should be get low
