The +2 strength is good, but cut block is about as useless as it gets for SAs, and I should know because I got an AEQ piece and have 9 cut block on one of my Cs. I took it because he has 100 agility. However, per Q&A
1. Cut block only fires if you are about to get reverse pancaked
2. No attributes effect the efficiency

3. The DL counter is agility, and most DL have over 100 agility at high levels
The 5% HBC is great, but the +2 blocking is kind of meh since your blocking will probably end up high enough you don't need any equipment in it
If you are determined to chose 1 of those, take the 5% HBC
