QCBC and BDC are two of the best run teams in the game. Regardless of effective level, they're good for a return trip year in, year out.

Not really. A team with a hogher effective level can still have worse builds. Halifax dorsnt havr the hghest sp value, but we have very few (if any) wasted points.
