Depends on build and how he is used TBH.
The most common build right now is pure speed with DCs trying to get them to the QB untouched. In that case, streaky and track star.
If your LB has more strength, agility, and is designed to get to QB either through strength or breaking a block, then streaky and tech man would probably be the best way to go.
If you are building a pass rushing LB like a DT, then bull rusher and heavyweight.

Pure speed for shure. So besides Track and Streaky what else should he have? I'm thinking JTS and Sure Tkl, but Pass Rusher could work too cept it's only on 2 downs. Hmm!
E: Thanks for the help guys, I know I'm asking early in my dots life but it's good to plan ahead of time, and this is also my 1st LB.

If you have 61 tackling, I like DvG more than sure tackler, especially since you probably won't have very high strength.
Pass rusher is meh, because it is a boost to strength and agility for breaking blocks and you want a LB designed not to be blocked.
Quick and football genius are options. If you really want to push the issue on attribute bonus, you could go slow starter
