My team is toying with implementing the 3-4 when it's released. Does anyone know if DE's will be penalized when they convert to hybrid LB's?

Yes they will. I can't remember the specific thread, but it will hurt.
It's still not a bad idea to play around with. Worst case scenario, they could use 3-4 Nickel/Dime defenses and let you run around as a blitzing LB from there.

the game makes DEs drop back like linebackers anyway. i dont see why they should be penalized if they start back there.

I think in the Defensive AI thread in Announcements Bort says that there is a penalty. He says it is the same penalty that DEs get for playing LB in 4-3, and that they penalty is very low.
