since kickers and punters put a lot of points into vision and strength so if you train throwing and put some points into it and stamina would a kicker and punter would it be a decent back up qb or starter

Some punters and kickers put a ridiculous amount into strength. They might be a decent backup at any position.

I've seen it done to get the K/P extra snaps on rebuilding teams and they were amazingly effective (in terms of very few ints).

I did this with my kicker

Season 2 in one of the scrimmage games. He was 4 of 10 for 28.5 yards, with 2 INT, so he would need the SA and there is no way for a K to get QB SA. My P played D back in the same game while the QB did the kicking - we were shut out
