how much speed does a KR need to out run your average ST player? because i dont what to be extremely fast just for the fact of being fast. for example i dont want 100 speed if the average ST guy has 70 speed. because i wont need that extra speed to outrun a guy and that can go other places.

I'd have to experiment with it. Maybe someone who can test GLB dots in-engine can better answer your question.
If I had to guess, I'd say no more than 120 speed. That's roughly what my Pro level KR/PR has (123 to be precise) and he does awesome. Keep in mind stamina will play a huge factor too, as well as your VA's, so make sure those are all up to snuff.

What do you mean by AVG ST player?
Judging by what level your guys are, I'd expect that someone built as an ST coverage gunner will have 140+ SPD not including VA, by the time your guy hits plateau. Even guys not dedicated to ST are probably going to be in that range at the Pro level. Now you could probably go with less speed than that if you have really good blocking, or are playing teams that don't put any effort in ST.
